They can, but the relevant question is the verified load rating at the actual operating temperature and support condition. A pallet supported continuously by rack beams experiences a different stress pattern from one placed on a floor or handled by a forklift. Cold exposure can reduce impact tolerance and alter polymer stiffness, so buyers should request test data for the intended configuration rather than rely on a nominal static rating. ISO 8611 provides recognized methods for determining pallet performance, but the test setup should represent the rack span, load distribution, duration, and temperature used in the facility.

Temperature does not affect every plastic formulation in the same way. Polymer grade, additives, pallet geometry, weld or hinge details, load duration, and impact history all influence performance at subzero temperatures. A pallet that performs acceptably at ambient conditions may become more vulnerable to cracking during forklift entry or corner impacts after cold conditioning. Buyers should specify the minimum temperature, exposure time, load type, and handling sequence, then require conditioned testing and visual inspection criteria. Do not convert an ambient rating into a frozen-storage rating without evidence.

There is no single worldwide document package for every shipment. Requirements commonly depend on the destination, importer, product category, carrier, and customs process. The commercial invoice, packing list, transport document, and product or material information may be requested, while food, pharmaceutical, or chemical supply chains can impose additional declarations. The exporter should confirm requirements with the importer and customs broker before dispatch. Product dimensions, quantity, country of origin, material description, and intended use should be consistent across the commercial documents and purchase order.

ISPM 15 regulates the international movement of solid wood packaging material, including many wooden pallets and wooden dunnage. A pallet manufactured entirely from plastic is generally outside that wood-treatment requirement because it is not solid wood packaging material. However, exemption from ISPM 15 does not mean exemption from all import controls. Mixed construction, attached timber parts, contamination, labeling, recycling rules, and destination-specific sanitary requirements still need review. The exporter should confirm the pallet construction and destination rules with the importing authority or customs broker rather than assume that every reusable plastic platform receives identical treatment.

The correct dimension is determined by the full logistics loop, not by container space alone. ISO 6780 establishes commonly referenced principal dimensions and functional requirements, but warehouses may use regional footprints, rack beam spacing, conveyor clearances, and automated handling constraints that differ from container optimization. Buyers should map the pallet footprint against container internal dimensions, door openings, rack beams, forklift pockets, conveyor rollers, and load overhang limits. A dimension that improves container utilization may create unsafe overhang or poor support in the warehouse, so a layout review should precede bulk ordering.

Validation should reproduce the intended use rather than rely only on a sample’s appearance. Define the payload mass, center of gravity, packaging pattern, rack span, temperature profile, dwell time, stacking condition, forklift handling, and sanitation process. Then inspect samples for deflection, cracking, foot or deck damage, and stability after conditioning. ISO 8611 can provide a structured basis for pallet testing, while site trials can expose conveyor, rack, and handling issues that laboratory tests may not capture. Keep approved drawings, load cases, inspection criteria, and change-control requirements with the purchase specification.
